The Police Reforms Programme and the Bangladesh Police jointly organized an IAWP Membership Card Distribution Ceremony on 4 October 2009 at the Police Telecom Auditorium, Rajarbagh. The purpose of the programme was to promote leadership and professionalism in the women police. A total of 193 members of Bangladesh Police Women Network have been registered as the member of International Association of Women Police (IAWP). And Ms. Amena Begum, Addl. Superintendent of Police, Chittagong District has been elected as the Coordinator for Region 15 of IAWP. Their member ship will facilitate to get a strong network support and technical skills from the IAWP. Regional cooperation will be boost up among police women and enhance capacity by sharing best practices and technical know how, which will promote their better access to policy making not only in country but also in the regional and international level.

    People perceive police to be friendly and more efficient in service delivery compared to two years ago. This has been revealed at a Findings of the Public Attitude Follow-up Survey organized by the Police Reform Programme. The Police Reform Programme (PRP) conducted this survey to measure the impact of PRP interventions and assess whether reform initiatives have achieved the intended outcomes. The survey was conducted in December 2008 in 7 of 11 model police thanas established under PRP and 4 non-Model Thanas. More than 6,000 respondents including members of households, police personnel, women victims, women in custody and other professional groups like teachers,  lawyers, doctors, business persons, elected local representatives, civil society, youth and media representatives took part in the Public Attitude Follow-up Survey.

Everyday, women and children in Bangladesh fall prey to vicious crimes including trafficking, acid burn, domestic violence, sexual harassment and rape. These are despicable crimes with traumatic physical, psychological, and social consequences. In addition to the inevitable psychological trauma, survivors face social isolation and ostracism that further damage their self-esteem and seriously undermine their personal and professional futures.

Media Relations is a major challenge faced by the law enforcement agencies in any country. In Bangladesh’s context, the print and electronic media are a significant player in highlighting and reporting law and order issues. They also play a key role in monitoring trends and articulating public opinion, maintaining accountability and transparency of public officials and agencies, and in creating awareness and reflecting public opinion. The training is part of Police Reform’s one of the top issues that intends to improve the skill and capacity of the Police officers in media relations in a more professional manner and uphold the rule of law and democracy.

The PRP has refurbished 11 model police stations apart from the six new.

    The Police Reform Programme (PRP) of the Government of Bangladesh is implemented by the Ministry of Home Affairs and Bangladesh Police supported by UNDP/DFID/EC.  The PRP has taken initiative to establish victim support centre with referral services which will be equipped and staffed to provide professional and support services to the victims. The purpose of the service is to maintain or improve a victim’s ability to cope up with the situation s/he faces after occurrence of a crime/accident. The victim needs emotional/mental support, information and assistance such as psychological counselling, legal assistance and medicare etc. It is envisaged that the centre will have a number of Police officers, mostly women, who will create a network of cooperation for victim support. Health care professionals, social workers, lawyers and different NGOs etc will also be engaged in the support process. Victims are to be treated with compassions and respect. All victims of crime should be treated with courtesy and respect and responsive to age, gender, race, ethnic, cultural, religion, political or disability or special needs.

Gender issues are one of the major crosscutting issues that are embedded across all the relevant outputs and activities of the Police Reform Programme. Gender mainstreaming is a key strategy for achieving equality which eventually leads to sustainable development. Gender Guidelines for police stations in Bangladesh is a very significant milestone that will help police to remove gender inequalities, imbalances, biases and gaps exist at all levels.  So far, the pace of mainstreaming gender in the delivery of police services has been slow partly due to the absence of appropriate tools and guidelines. The implementation of these guidelines will improve the current situation for the better.

    The inauguration programme will be held on 7 June 2007 at 1:00pm. The venue of the programme is Uttara Model Police Station. The delivery center will be named ‘Sawmitra Dev Service Delivery Center’ in the memory of our departed colleague late Mr. Sawmitra Kumar Dev of PRP. The aim of the Open Day is to initiate friendly police-community relations. It also aims at enabling people, especially vulnerable and disadvantaged groups to voice their grievances, suggestions and recommendations to police. It is expected that the interaction during the Open Day will help to foster partnership between people and police and to ensure community involvement in the process.

     

    Mr. Md. Abdul Karim, Secretary, Ministry of Home Affairs, Government of Bangladesh, will grace the ceremony as the Chief Guest while Inspector General, Bangladesh Police, Mr. Nur Mohammad will be the Special Guest. Mr. Naim Ahmed, Commissioner, Dhaka Metropolitan Police will chair the ceremony.

     

    In close cooperation with the Dhaka Metropolitan Police Administration, Police Reform Programme has organised the ceremony involving the local people.

     

  • Inauguration of Police Open Day at Bhaluka Model Police Station. The inauguration programme will be held on 23 May 2007 at 9:30 hrs. The venue of the programme is Bhaluka Model Police Station. The aim of the Open Day is to initiate friendly police-community relations. It also aims at enabling people, especially vulnerable and disadvantaged groups to voice their grievances, suggestions and recommendations to police. It is expected that the interaction during the Open Day will help to foster partnership between people and police and to ensure community involvement in the process. Mr. Anwarul Iqbal, BPM (Bar), PPM, Honorable Adviser for the Ministry of Local Government and Rural Development (LGRD), has kindly consented to inaugurate the Police Open Day as the Chief Guest. In close cooperation with the District Police Administration, Police Reform Programme has organized the inaugural ceremony involving the local people and the village police.   • A Dissemination Workshop on 'Public Attitude Baseline Survey' for the Police Reform Programme will be held on 14 February 2007 at 10:30 hrs. The venue of the workshop is Auditorium, Level-2, LGED Bhaban, Agargaon, Dhaka-1207. IGP, Additional IGPs, Police Focal Point, Police Component Leaders, relevant stakeholders, representatives from UNDP and  representatives from Research Evaluation Associates for Development Ltd (READ) will attend the meeting. Public Attitude Baseline Survey conducted by READ. This workshop already held as per schedule.

  • A Joint Review Workshop of PRP will be held on 18 January 2007 at 9:00 hrs. The venue of the workshop is Conference Room of PRP, 12th Floor, IDB Bhaban, Dhaka-1207. IGP, Additional IGPs, Police Focal Point, Police Component Leaders, relevant stakeholders and representatives of UNDP will attend the meeting. This workshop already held as per schedule.
